2025 – 2030 Strategic Plan

Roxbury 2030, RCC’s 2025 – 2030 Strategic Plan, positions the College to lead with clarity, purpose, and impact to foster transparency, belonging, and institutional accountability. Grounded in the lived experiences of our students, the expertise of our faculty and staff, and the insight of our community, civic, and institutional partners, it reflects both the urgency and the promise of this moment.

By centering equity, innovation, market demands, and real-world readiness, RCC is charting a bold path forward — one that honors our legacy while embracing a future with an enhanced brand identity through innovation, excellence, and student outcomes. The 5Ps framework will serve as a compass, ensuring that every decision we make is aligned with our mission and advances our vision of RCC as a vital, inclusive, and future-ready institution for Boston and beyond. 

RCC’s Strategic Plan is organized under five strategic priorities — Purpose, People, Place, Programs, and Partnerships — that identify and reflect a broad, institution-wide focus areas that address a core challenge or opportunity.

Achieving the Dream (ATD)

RCC is a proud member of Achieving the Dream (ATD), a national organization committed to advancing community colleges as accessible hubs of learning, credentialing, and economic mobility.  The 2025-2030 Strategic Plan is aligned with ATD’s Community Vibrancy Framework, which empowers member colleges to become inclusive, equitable hubs of economic mobility and regional vitality.

RCC’s year-one ATD metrics are centered around access and early momentum.  The crosswalk below provides detailed information on alignment.  Additional information and data will be available in this section soon.

Strategic Priority Success Story - Programs

Graduate Kelsey Juarbe smiling at the camera.For Roxbury native and RCC alum Kelsey Juarbe, the journey to a college degree didn’t begin with practicality. Working in Chestnut Hill, she chose RCC because it was close to her job. “Convenience brought me here,” she recalls. 

Balancing work, motherhood, and academics, she spent five years pursuing her Associate’s degree, often adjusting her course load around the needs of her two children, ages eight and five. “Time management was everything,” she says. “There were semesters where I could take more and others where I had to scale back. But RCC always met me where I was.” 

Ultimately Juarbe found her calling in Healthcare Administration. Her goal is clear: “I want to manage a department one day. I want to lead.” And now, she has a pathway to get there. 

That pathway is the Roxbury Associate’s to Master’s Workforce Accelerator, known on campus as A2M.  

“I have a Bachelor’s degree from one of the best schools,” she says, “and it did not come out of pocket.” For Juarbe, the impact has been transformational. She discovered A2M almost by accident. “I didn’t know about it until the last day,” she laughs, urging future students to take the leap. “Sign up. Go for it—the time will fly by.” 

As she prepares to complete her Master’s degree at Northeastern next semester, her success stands as an early milestone for the A2M program and a testament to the power of accessible, community-rooted education. 

“I appreciate this program so much,” she reflects. “It changed my life. And it’s going to change so many others.”
