IT’S NATIONAL LIBRARY WEEK, TIME TO READ AN E-BOOK

 

National Library Week is during April every year.  The RCC library is noting the occasion this year by emphasizing its collection of nearly 7,000 e-books which are electronic versions of printed books available online.  E-books are accessible from netLibrary through the Boston Public Library with a state grant.  During April, the emphasis on e-books at the library will feature posters, instruction leaflets, bookmarks, balloons and a raffle giving away four netLibrary shoulder bags.    

 

But why would anyone want to read a book on a computer screen?  Well, if we’re talking about reading a whole novel, the answer is not many.  Computer screen technology just isn’t good enough yet and neither are handheld computers.  However, e-books are increasingly popular for reference sources.  Books on how to learn about computers, literary criticism, personal finance, health and well-being, and consumerism are very popular. 

 

Consider this very small sample of e-book titles:

There are 77 books on nursing, 83 on medicine and health, 100s of books in such topics as business, psychology, education, literature, history and science.  Also, there are many 100s of books on every conceivable topic in the popular Complete Idiot’s series including the #1 most popular netLibrary e-book by far, The Complete Idiot’s Guide to Amazing Sex.

If you merely want to search or browse an e-book, you do not need to set up an account.  However to check out an e-book or to access it remotely, you need to create a user account on any campus computer.  At the netLibrary home page, click on Create an account and follow the on-screen instructions. 

You can search for an e-book by author, title, subject, keyword, full text or publisher.  Once you have located an e-book, you can browse it online or check it out.  To read an e-book that you have checked out, go to the netLibrary home page, click on eBookshelf and follow the on-screen instructions.  While the e-book is checked out to you it is not available to anyone else.  It will automatically check-in when your time is up.  The time due is displayed on the screen.

E-books are useful alternatives to regular books in those areas where they are appropriate.  They are also cost effective in these days of fiscal constraint.

LIBRARY TO CLOSE TUESDAY EVENINGS, WORK-STUDY STUDENTS MORE IMPORTANT THAN EVER.

 

As part of the fiscal crisis hitting RCC and the 20% cutback on staff, the library will be forced to close on Tuesday evenings for the next 3 months.  In this environment the library’s work-study students are even more important than they have been in the past.  Altogether, they have put in 45 hours per week and now represent over 22% of library staffing.  They perform essential services and help the library function as well as possible in these strained circumstances. 

The library’s 3 work-study students this semester are Muniiro Abdiaziz, Rosa Ferreras and Aleksandr Pruzhan.  They are a microcosm of the rich diversity of backgrounds found on the campus.

·        Muniiro is originally from Mogadishu, Somalia where she grew up during the Somali civil war and UN intervention of the early 1990s.  She is presently finishing her required courses at RCC and plans to go into pharmacology and transfer to UMass Boston.  Muniiro says she enjoys working with the friendly people she finds in the library.

·        Rosa is originally from Santo Domingo, Dominican Republic.  She’s in the psychology program and also hopes to transfer to UMass Boston next year.  Rosa says she gets a lot of satisfaction helping people in the library.  Both Rosa and Muniiro staff the very crowded circulation desk, checking out books to students, signing people up for computers, giving out reserve books and answering questions.

·        Aleks is from St. Petersburg (formerly Leningrad), Russia.  He was a teenager during the German invasion and blockade of the city during World War II.  His father, who was in the Soviet navy, got him a place in the navy primarily for the increased food ration.  After a long career as an electrician, Alex and his wife followed their children and grandchildren to the United States to avoid Soviet anti-Semitism.  He is concentrating on language skills in ESL courses and also likes history, government and politics courses.  Aleks works behind the scenes in the library processing and shelving books and setting up audiovisual equipment for loans for classroom use.

THE USA PATRIOT ACT AT RCC

On October 26, 2001, President Bush signed the USA Patriot Act into law.  In the name of fighting terrorism, this law has given law enforcement agencies enhanced investigative powers that many fear infringe on individual privacy rights.   In March, Library Director Roblyn Honeysucker met with the faculty to outline the library’s position as it relates to the confidentiality of library records.  The following is a new RCC library policy statement on the issue, which has been adapted from the longstanding policy of the American Library Association:

Policy on Confidentiality of Library Records at Roxbury Community College

  1. The circulation records and other records identifying the names of library users are confidential in nature.  The Roxbury Community College library subscribes to the Code of Ethics of the American Library Association which in point III states:  "We protect each library user's right to privacy and confidentiality with respect to information sought or received, and materials consulted, borrowed, acquired or transmitted.''
  2. Confidential records shall not be made available to any agency of state, federal, or local government except pursuant to such process, order, or subpoena as may be authorized under the authority of, and pursuant to, federal, state, or local law relating to civil, criminal, or administrative discovery procedures or legislative investigative power.
  3. The Roxbury Community College library shall resist the issuance or enforcement of any such process, order, or subpoena until such time as a proper showing of good cause has been made in a court of competent jurisdiction.  Upon receipt of such process, order, or subpoena, the library's officers will consult with their legal counsel to determine if such process, order, or subpoena is in proper form and if there is a showing of good cause for its issuance; if the process, order, or subpoena is not in proper form or if good cause has not been shown, they will insist that such defects be cured.

This Policy on Confidentiality of Library Records is in accordance with the confidentiality policy of the American Library Association Council, adopted January 20, 1971; revised July 4, 1975, July 2, 1986, and available at http://www.ala.org/alaorg/oif/pol_conf.html.

                                                  LEXISNEXIS ACADEMIC UNIVERSE

--Legal Research

LexisNexis Academic Universe is a big, useful research tool, which has information in several areas:  news, business, legal research, medicine and reference.  This review is limited to the 6 Legal Research features:

·        Secondary Literature.  Search for articles from legal newspapers, magazines, newsletters and law reviews.   For example, do a Boolean search like Gender Discrimination And Boston in 220 legal periodicals and 440 law reviews.

·        Case Law.

o       Get a Case.  Find the complete text of Federal and state legal decisions.  For example, read the December 12, 2000 U.S. Supreme Court decision GEORGE W. BUSH AND RICHARD CHENEY, PETITIONERS v. ALBERT GORE, JR., ET AL. which decided the 2000 election by typing in the names of the two main parties.

o        Shepard's® for U.S. Supreme Court.  Look up the precedents for any Supreme Court case from 1789 to the present.  For example, to get the prior appellate history of Bush v. Gore, key in 531 U.S. 98, the citation for the case.

o       Federal Case Law.  Find decisions from any Federal court by searching by keyword.  For example, find decisions in the U.S. Court of Appeals relating to Picketing OR Demonstration by keying in that search argument.

o        State Case Law.  Find decisions from state courts by a keyword search.  For example, search all Massachusetts court decisions looking for Busing And Boston.

o       Area of Law by Topic.  Do a keyword search for Federal and state decisions within one of 12 broad topics such as Corporate, Criminal, Environmental or Family Law.  For example, find the decisions of 63 cases of Federal cyberlaw involving Microsoft Corporation by keying in the name of that company.

·        Codes and Regulations. 

o       Federal Code.  Do a keyword search in the Federal Code, U.S. Constitution or Court Rules.  For example, find 59 references to Whistleblower Protection in the U.S. Code.

o       Federal Regulations.  Search a term in Federal regulations, agency opinions & U.S. Attorney General Opinions.  For example, searching Ashcroft And Immigration results in 19 citations in the Federal Register for the past 6 months.

o       State Codes.  Find information in statutory laws and court rules from all states and Attorneys General opinions from all states.

o       Tax Law.  Search for topics in The IRS Bulletin, tax regulations and many other tax sources.

·        International Legal Materials.  Search for Canadian legislative materials, Canadian statutes and regulations, European Union law, and do a variety of other types of international legal research.

·        Patent Research.  Search for information on patents registered since 1971 by keyword, patent number or U.S. classification number

·        Legal Career Information.  Details on more than 900,000 lawyers & law firms around the world (for example the 144 law firms in Boston where Spanish is spoken) and details on over 250 U.S. law schools.

LexisNexis is very valuable to students in RCC’s Criminal Justice  program but is also useful to anyone needing legal information.  It is the only RCC library database which is not available from your home computer because of the extra cost that would entail.  However, you can reach it from any RCC computer via the library web page http://rcc.mass.edu/lib.  Select Electronic Resources>LexisNexis (in the Law section) then Legal Research.
